Teika is one of five Riga neighbourhoods where, for connections to the networks built in phases 5 and 6 of the Cohesion Fund project, the municipality covers €1,800 of the construction work if the connection is built by 31 December 2026. We build the connection pipe from the house to the connection point, pump out the old septic tank until then and decommission it after the switch-over. For offices and food outlets, we clean grease traps.
Where Teika still has septic tanks
Teika is a neighbourhood close to the centre along Brīvības gatve, with pre-war detached houses, low-rise and apartment buildings, office complexes and commercial premises. Apartment buildings and offices are usually connected to the city network, but in some detached houses the wastewater still goes into a septic tank, a holding tank or an old cesspit.
In the phase 5 and 6 Cohesion Fund project, new networks were built in Teika so that such houses can connect. If there is already a sewer in your street but your house still uses its own tank, this page is for you.
€1,800 co-financing: deadlines and conditions
| Question | Programme in Teika (RD-25-22-sn) |
|---|---|
| Who it applies to | Connections to the network built in phases 5 and 6 of the Cohesion Fund project |
| Construction work | €1,800, or 100% for certain groups of people |
| Design | Covered up to set amounts |
| Construction must be completed | By 31 December 2026 |
| Application | By 1 April 2027, to SIA Rīgas ūdens (Riga's water utility) |
The full construction costs can be covered for, for example, people with Group I or II disability, needy and low-income households, politically repressed persons, members of large families and some pensioners living alone. The decision is made by a municipal commission, and the money is paid out after construction.
If your house connects to a network that is not part of phase 5 or 6, the general Riga programme applies: €1,000, €1,500 or €2,000, depending on the length of the connection pipe.
If construction has not started yet
The deadline for construction work is 31 December 2026. Rīgas ūdens says that the process with approvals usually takes 4–6 months, so first ask Rīgas ūdens whether your connection can still be built by 31 December 2026 and what options remain if not. We cannot promise that the deadline can be met: it depends on the documents and the weather.
- Technical conditions from Rīgas ūdens or its reply on whether a connection is possible.
- A site plan for the connection pipe or an explanatory memorandum in BIS (the Construction Information System), prepared by a construction specialist.
- A contractor who can start immediately after approval.
- An as-built survey by a land surveyor before the trench is backfilled.
You can dig in winter if the ground is not frozen deep, but frost and snow slow the work down and make it more expensive.
Until you connect: pumping and the declaration
Until the house is connected, Riga's rules require septic tank sludge to be removed at least once a year and a declaration of the volume removed in the previous year to be submitted to the Riga Housing and Environment Department by 1 May. If the connection will be ready in winter, plan the last pumping right after the switch-over: then the tank can be filled in or removed, and the register is notified of the change within a month.
- Septic tank pumping in Teika: from €75 up to 4 m³.
- Connection pipe installation from the house outlet to the inspection chamber: from €25/m.
- Sewage pump station, if the house outlet is lower than the connection point.
- Inspection chambers at bends and on long runs of the connection pipe.
Offices and cafés along Brīvības gatve
Teika has offices, technology companies, shops and service businesses, and every kitchen where food is cooked needs a grease trap. Riga's mains sewer regulations prohibit discharging wastewater containing fats into the network. Grease trap cleaning costs from €90, and we schedule it so that it does not disrupt the kitchen's work.
On Brīvības gatve and Gustava Zemgala gatve, a lorry cannot always stop right next to the building, and there are few parking spaces in the dense blocks. In your request, give the yard entrance or loading zone and the distance from it to the separator or septic tank lid.
